Marine Risk Assessment (MRA) for Sand Mining and Dry Bulk Cargo (Sand) Ship-to-Ship (STS) Transfer Activity Within Melaka Port Limit
In compliance to the requirement of MSN 02/2019, with regard to sand mining and STS transfer marine activities, BTSB is required to compel in undertaking a Marine Risk Assessment (MRA) analysis of its intended project operations activities.

Project Background

Bahtera Teroka Sdn Bhd (BTSB) had acquired the rights to a sand concession allotment area at Melaka coastal offshore, in undertaking special project execution in relation for mining works in maintenance of port, creation of inland water coastal and riverbank protection works. BTSB had vast experience and competencies in executing marine engineering related works for mining and coastal protection throughout Malaysia.


In compliance to the requirement of MSN 02/2019, with regard to sand mining and STS transfer marine activities, BTSB is required to compel in undertaking a Marine Risk Assessment (MRA) analysis of its intended project operations activities. This application is officially put forward for BTSB to undertake its marine activities in sand mining activity within the inshore traffic zone off Melaka coastal water near Tanjung Beruas, and to operates ship-to-ship transfer / loading activity within the Melaka Port Limit. BTSB had secured the Principal Consent (“Pertimbangan Dasar”) for its application to the Malaysian Marine Department (MarDept), on 01 Mac 2021 for “Permohonan untuk Menjalankan Operasi Pemunggahan Kargo Pukal Kering (Pasir) dari Kapal ke Kapal (STS) di dalam Had Pelabuhan Melaka untuk Syarikat Bahtera Teroka Sdn Bhd” (Ref. no.: (18)dlm.lPL.2260-A.Jld.80).


As part of the MRA requirement, the BTSB had also submitted and presented its MRA Term of Reference (ToR) report, which had been recommended by the Marine Department – Central Region Office, in reference to its letter dated 19 February 2021 (Ref. no.: JLWT/BOM/1/3 (18).

In relation to the requirement in undertaking the Marine Risk Assessment (MRA) analysis, BTSB had appointed Orion Maritime (M) Sdn Bhd to assist BTSB for its application to BPLP and subsequently to undertake the required MRA consultancy for BTSB.
